  22.  What is the max speed of your USR modem? If you did not indicate
  23.   the most important info, then probably you did not even read the 
  24.   manual where the most important thing is to find out the init string
  25.   for the modem. The things to check:
  26.    1. Max modem speed.
  27.    2. Initialization string
  28.    3. The speed of the modem on the oher side.
  29.    4. The quality of your telephone line or your connection to the remote
  30.        modem (check several conects to several different locations).
